EXCELLENT detective work. Railfans Often use Out Of Town dustynation signs and this was my first impression -- had never seen anything like this on PRCo! Railfans often like to purposely confuse destination signs as well like using East End signs in West End -- have seen many such photos. PITTSBURGH is displayed on JTC PCC 408 when PERC members went there for an excursion. I like your reasoning about St.Clair as a destination and your guess of a location follows. I said 62 mainly because of the single track -- homes are too tightly grouped for 62. Ed has pretty much cleared this up.
