The<br />Beechview (Red)Line opened in 1987 and the the Blue line opened in 2002.<br />That¹s abut 15 years difference and both the available technology and the<br />Bidders changed during that period. PAT wrote their specs and the bidders<br />placed bids based on what was available at the time.
