<div dir="ltr"><div>I visited Portland and Seattle last month (also southeastern PA, but not Philly) and saw a large number of those international signals. Found myself in the position of explaining them while standing on a corner in Portland, in fact. The "International" signals govern rail traffic in two locations - the Overbrook line merge with the South Busway at South Hills Junction, and the grade crossing with Castle Shannon Boulevard. These display a horizontal bar for stop, and a vertical bar for proceed. Both are tied in with the cycles of regular, three-aspect traffic signals at their respective locations. They're designed to provide the transit operator with instructions while not confusing motorists at road/rail intersections.<br>

These signals are not found on the Beechview line - they were strictly a Stage II thing.<br>

I think the "clear on top" signals in question are the regular lineside spacing signals on the Red Line. With a couple exceptions, these are not found on Overbrook, as Blue Line cars run on cab signaling between Willow and South Hills Junction.<br>
