Congratulations to Milwaukee. This is a major victory over Milwaukee's rabid anti-railer Scott Walker. The way this grant is structured, there is absolutely nothing Walker can do to kill it, the way he managed to squander over $200 million in the earlier streetcar grant twenty years ago with his constant bickering, now all lost and whittled away except for the last $90-some million.
