Larry A and list:   No, the D 13 impression is not familiar to me, first
time I've seen that on a concrete structure.                      

My best guess is that it refers to location; like D(istance) 13 (miles
from PSB).  That would be via the original route,  S. 2nd Street to
Geenfield thence west via Greenfield, Burnham and Becher to and via
Mukwonago Road to Fruitland (today's 100th & National Avenue.                          

It would seem that Muskego would be more than 13 miles from Downtown
Milwaukee.  Or,  it could mean the 13th bridge structure on that line.
Now, to check on the other two that I mentioned.
