I remember speaking to a couple of people who periodically rode the Hales Corners line in the pre-Speedrail era, and they said the crews made everyone get off at the Hales Corners station.  One of them, a youth at the time, remembered asking if he could ride down and back, just to go around Hillcrest Loop, and was given a curt "No!".
 
One crew DID let him ride down and back, but he had to keep out of sight...the conductor said that he and his motorman would be in a LOT of trouble if they were caught.

I never was rode that loop. I don't remember it was forbidden, but, 
hey, did we ask? Probably - I mean Grandma's would give us her pass 
to ride the 16th street bus around the block - a free ride is a ride!!!!
