Don,
I believe Bill was refering to the destination sign on the TT. It  is the wrong sign for a north bound TT. There were times operators would leave the Mitchell sign in. Also if te Garage had been making a change on ra route the mechanic was not aware of which sign to put in and just left the Mitchell pull in sign in and let the operator that took the TT change it. There are a number of reasons.

Bill Sell:  They're both headed north... at the same location.
Whereas the first photo is apparently of a TT Coach (under the MILW
Passenger line bridge), the second photo shows the MCTC bus north of the
Passenger Line bridge (just south of Pittsburgh Street).                                    

You're thought of the MItchell area, is too far south... the next street
north of Pittsburgh is Seeboth, where S. 1st street ends.  Then the
Milwaukee River Bridge and Water Street, to continue north.
