Some sort of inspection trip? Or perhaps a shuttle for crews working on = construction? Just guessing. That noted, I believe city cars used on the interurban "division" for whatever reason, carried interurban headlights and markers, such as the 600s in local Rapid Transit service and the city cars used on the Lakeside Shuttle. In this shot, the 825 appears to be in the old two man color scheme. We could possible pin-point the year based on when 825 was converted one man operational status. It was not until 1931, that three of the Milwaukee Northern cars were shopped and reconfigured for double end operation, with folding doors and walkover seats These became cars 1102, 1103 and 1104.
