Gary trust the postings by the two DONS  -   Don Ross or Don Liestikow ! ! ! !

Although I'm from Chicago, and I admit I don't know much about Milwaukees North side,
I am quite familiar with the south side from having family friends living near 13th and Mitchell,
and being a life long Milwaukee trackless trolley and North Shore Fan. 

Downtown and Harrison are two " separate " locations.

There were small yards at both locations...   but Downtown and Harrison were several miles apart.

Downtown had a MAJOR station facility. I'll ask the DONS to correct me if I am wrong, but I believe
there was nothing more than a platform at Harrison St. 

So "yes" the caption was wrong.

While It's quite easy to put a WRONG caption with a photo - it's much harder to get it corrected.
