Both instances could be as simple as people in charge recognizing reality...the PCC provider realizing that the company didn't have a prayer of affording to actually buy a fleet of new cars, and Speedrail's receiver recognizing that what the company needed was venture capital, which in 1950 nobody was going to invest in a trolley line with a destroyed reputation among its service population.
