I'd always been of the impression that it was a shuttle, but my
(purportedly) 1930 street map - not always totally reliable - shows
Evergreen operating from 7th and Penn just like 10 and 11.

The track maps of ERA and PTM both show route 12 running on East Street

OTOH, your 1929 car assignment list, Jim, shows a single car assigned to
line 12, even during the P.M. peak.

Since I had always assumed that Evergreen was just the remnant of the
Harmony Line, I was mildly surprised to discover amid all this that the two
operated simultaneously.
