PCCs 1601 - 1699 (minus the interurbans) & B-2s

Greetings!
This question is mainly intended for Dr. Fred Schneider, III!
As I purchased photos for my PRCo collection, I noticed that the city
16s as delivered had extension springs connected to the track brakes
(like all preceeding orders of PCC cars). Original photos of 1630 and
1666 used as a photo in a PTM calendar definitely reveal this as well as
other 16s shortly after delivery - including the interurban cars which
were originally delivered as city cars!
But by the mid to late 50s I definitely remember compression springs on
the city 16s and a photo I have of a truck under a city 16 shows not
only compression springs but also the plate for mounting a brake
actuator on the tube frame. It seems like this is more than just a
casual replacement of various parts on the trucks--it seems more like an
actual purchase of new trucks. Could you confirm or deny this?
