	Let's make a little conjecture:

	The 29 Thornburg was a shuttle that operated from the outer end to the
junction with the 30 at Noble or Union (the map is not clear).  The 29
line was just *down the street* from Ingram Car House but did not go to
the Car House.

	Thus, the 28 Heidelberg *probably* operated from the outer terminal to
the junction with the 27 at Main and return - thus no need for a
crossover - just change ends and go back.  The 1949 ERA map shows that
the looop at the outer end of Heidelberg was new in 1945.  Think I have
some photos of its construction but they have not been added to my photo
albums yet so I can't immediately locate them!
