THIS is LAW already -- Federal Law.
I don't know current policy, but is an emplyee who tests positive
during an accident summarilly dismissed, referred for mandatory rehab,
or also prosecuted for reckless endangerment/ The civil libertarians
will go GAGA over this, however we of a more communitarian persuasion
believe that where some identifiable risk to the public good is at
stake, some privacy conc
