The Pennsylvania Department at Carnegie Library of Pittsburgh has a nice
file of newspaper clippings, plans, and other such stuff for the "Early
Action Program" shelved with the books. Your summary jibes with what I
remember from that.
They also have, in Sci/Tech Department, the Transit Expressway reports,
volumes 1 and 2.
