Trucks under 14s

Greetings!
Inside the cover page of the PRMA 1993 calendar is a photo of 1414.
Look carefully at the trucks and there appears to be a Houlidae
(spelling - help, Charlie!) rotary shock mounted between the tubular
frame and the torque arm and centered between the two axles just above
the track brake. This is also evident on 1420 (MD McCarter photo
#N12160), 1473 (McCarter photo #N12165), and 1421 (H.A. Smith photo
#PI-0182.) These photos are from the 1940s. Later date photos of the
14s show these shocks to be removed.
This type of shock was normally mounted on each end of the tubular
frame and was anchored to the axle housing below.
Did the 14s still have the shocks on the end of the tubes in addition
to the one on the side or did they just have the shocks mounted between
the tube and torque arm? Why the difference?
