There is a difference between being cheap and frugal.  Having grown up in a
coalmining family, I can assure you there are many ways to pinch pennies!  I
suggest you remove as little as possible to reveale the needed information.
    You did say there were two signs, one a Baggaley.  What is the other?
Or are you suspecting there are two AV signs with different colors lurking
underneath?
