I spoke with Scott Davis this morning on this. He indicates that each case
would be dealt with individually in accordance with the needs of the
department involved. They didn't have company-wide rules, per se. In this
case, the person under the car would likely emerge and beat the tar out of
the offender.

Ask list member Charlie Brown about what happened to an OERM member who
raised the pole
to a live section of wire while the car was blue flagged and Dave was
working underneath
it. I don't know if this can be tied in with Pittsburgh traction, but the
results were
not pretty for the idiot who raised the trolley....
