Good possibility that John is correct. Remember that there is a grade
level crossing of the railroad between 27th and 28th on Liberty outbound
and the Pennsy tracks are a little more distant from Liberty in addition
to being a little closer to grade. I don't remember the retaining wall
running that far out.
The trolleycar track configuration fits this as well - that would be an
88 outbound which would turn right onto Penn from 32nd; an 87 would
travel straight thru OB; an IB-87 would be turning right from the left
side of the photo and would turn left onto Penn.
