Having operated a PATransit PCC for many years, I have to say it would be 
impossible to take your feet off both the deadman and power pedals to get to 
a hole in the floor to drop sand on the rails and still keep the car moving. 
The only sanders were the ones over the front truck operated by the sand 
switch on the dash.
