Too late - missed the opportunity to include in federal TEA-21 
transportation legislation last year.

Try again in six years.


(As an aside, I've heard transit managers comment that it was the "rails to 
trails" folks that had their act together when TEA-21 legislation was being 
put together year+ ago.  Shame on us railfans)
