I can confirm this, I walked around the area in October. There always was a
wide slab of stone from curb to curb at the top of Shiloh St. It is still
there and the rail slots are filled in with something.

Also, at Southern and (Shiloh? I can't remember, it's been a while) the
stone between Southern and the side street still has slots where the rails
were, but no rails that I can remember. But it's been a while...
