It is possible and being done in other cities.  I think Derrick's comments 
are important.  The area under consideration, Mt. Washington seems to be in 
decline.   Maybe there is another ethnic neighborhood or renaissance area 
that is being rebuilt where a historic line might fit in better.  There is no 
other city that has the street car as any more a part of its history than 
Pittsburgh.  And, there may be enough rails to uncover (long shot) that 
construction costs would be reduced somewhat.   Maybe Mt. Washington is the 
best area.

I've seen Columbus Ohio rebuild German Village from an inner city dump to one 
of the prime residential and acitivity areas of the city.  They are now in 
another area and doing the same thing.
