Can someone who knows what this is tell us of the "flying platform"?

Around 1990 there was still a small bit of exposed rail on the Horner
line, at an intersection which now I forget, but basically one street
south of Horner right where the outbound track doglegged over to Horner.
More recently it had been paved over.

About 5 feet of rail from the Coopersdale loop was showing in the same
time frame, but more recently may have been covered in dirt or paved over.
