Got into the files today, but did not find a reference to "threats" by Mr.
Palmer. A handwritten memo in the PRCo files reads: "The intention was that
we were to walk away and leave our facilities in place, except overhead
lines."
But the final West End settlements with the municipalities, which occurred
in 1963, resulted in an outflow ("payment") by PRCo of some $93,800 to them:
Carnegie 8500.00
Crafton 28,000.00
Ingram 16,200.00
McKees Rocks 28,500.00
Scott Twp. 12,600.00
PRCo received $300,000 from the state to abandon the West End. After
deducting a hundred thousand worth of buses and the payments to the
municipalities, one would conclude that maybe they didn't come out too badly
on a division that had lost money for years.

I don't have the story in front of me, and the memory is sketchy, but...the
state ended up giving PRCo money with which to pay off the municipalities
for track removal. Until a final PUC order was issued, it was a "temporary"
abandonment. Mr. P. was no doubt rattling some sabres (in an attempt to
hasten the agency's action) by threatening to put the streetcars back on,
which would have been easier to say than do.
We have a lot of the railways company files on the abandonment (and, in
fact, on the whole West End) but a reader is needed! We may also have a
complete newspaper clipping file from the time, too. If I find some time in
the morning I'll try and take a look.
