Car number assignment

At the risk of being flogged by our west coast member, let me add as one 
example of renumbering, series numbering, etc. that Shaker Heights purchased 
10 ex St. Louis Public Service cars in 1959 and numbered them 40 -49.  Then 
some years later, they renumbered 40 to 50 to keep the PCC's in order from 41 
on into whereever they stopped in the 90's.
