Greetings!

First off, each of us comes from a different perspective:::::::
John has an accounting and business background and is a railfan but
with emphasis from the perspective of business and accounting.
Tom - don't know his background but he has an attention for details as
well as systematic categorization of equipment and then specifications.
Jim is a current transit employee and railfan with emphasis on
equipment, its specifications and details; overhead and trackwork!

TOM IS A RETIRED SALES ENGINEER HAVING WORKED FOR A MAJOR STEEL COMPANY FOR
35 YEARS. HE WAS BORN IN CHARLEROI IN 1929 AND LIVED THERE UNTIL 1935. HE
LIVED IN MT. LEBANON FROM 1941 UNTIL 1945 WHEN HE LEFT FOR SCHOOL. HE
SERVED
AS A LIEUTENANT IN THE ARMY ARTILLERY DURING THE KOREAN WAR. SINCE 1955, HE
HAS LIVED IN THE BALTIMORE/WASHINGTON AREA -- HIS PARENTS MAINTAINED A HOME
IN MT. LEBANON UNTIL 1963 AND, LATER, IN SHADYSIDE UNTIL 1984. BY
EDUCATION,
HE IS A GRADUATE CIVIL ENGINEER. ACCORDING TO THOSE WHO KNOW HIM, HE IS
EMINENTLY QUALIFIED AS A "TROLLEY FAN", HAVING BEEN ONE SINCE HIS INCEPTION
(OR CONCEPTION, AS THE CASE MAY BE) -- HIS FATHER OFTEN RELATED THE STORY AS
TO HOW HE HAD TO PULL TOM, AT AGE TWO, OUT OF A VERY BUSY INTERSECTION WHERE
HE HAD WANDERED TO "INSPECT" THE SPECIALWORK.

I would rather not discuss *from one perspective trying to prove that
perspective* but would like to bring forth *observations* from many
perspectives. Committees are supposed to work this way - tap into the
skills, talents, knowledge, wisdom, experience (etc.) of a wide variety
of people in problem solving. All observations, no matter how great or
small, should be listed. These are then compiled and made useful. I
would like to approach this topic in a similar manner.
	That said:::::::

OK, I'M IN AGREEMENT -- THIS IS A LEARNING PROCESS FOR ALL!

Yes and No -- it really only tells us that the Equipment Division was
divided into two districts, but it doesn't specify why. We are not
talking *Importance* but the fact that there is a recognized
separation between interurbans and city equipment as well as operators.

> And as for the "two separate lists" at Tunnel Car House, this involved

Tunnel
> Carhouse or is that a Tunnel Car House seniority list and a Castle Shannon
> Car House seniority list which has been transferred to Tunnel
Carhouse?????

The latter doesn't matter -- the fact remains that they were
separate. AND Reasons could be both Union and Management:::::::

Yes, Union Seniority rules. But it is also advantageous to management
because of the length of the lines and the difference in operation from
the vast majority of city lines with all the peculiarities that an
operator would need to know.

THE CASTLE SHANNON CAR HOUSE, AS I UNDERSTAND IT, WAS "MOVED" TO (NOT MERGED
WITH) TUNNEL CAR HOUSE IN 1932 AS A COST-CUTTING EXPEDIENT AND, THEREFORE,
IT WAS NOT EXPECTED THAT SENIORITY LISTS, DISPATCHING OPERATIONS, AND OTHER
PREVIOUSLY SEPARATED ADMINISTRATIVE FUNCTIONS BE COMBINED -- HOWEVER, THERE
MAY HAVE BEEN SOME "POOLING" OF MAINTENANCE ACTIVITIES BUT, NO DOUBT, ON A
COST-PRORATED BASIS.

> Dr. Jim: What would happen at MUNI to your seniority for picking runs if
> you were to transfer to another depot, such as Geneva?

I keep my seniority and fall into place in Geneva.

In Portland, Oregon, when an operator//driver changes divisions he goes
to the bottom of the list in that new division - like changing companies
and starting all over.

BUT Muni wanted to kill this because it takes time and money to train
people in Geneva, now known as Metro - lrv division. And it would be
similar changing from city cars on PRCo to interurbans. It is an
advantage to management to limit this.
So what Muni did is this - install a bonus for *good drivers* -- but
a driver must be in the division for 5-continuous-years before being
eligible for the bonus. Change divisions -- diesel to diesel, TC to
TC, diesel to rail, TC to rail, rail to Diesel, rail to TC and you lose
that bonus for five years!

> But the real question is, who has a copy of the labor agreement between
ATU
> div. 85 and PRC from 1930s or 1940s?

But it is not the only question as seen above.

THUS, THE 3750-3758 (23-SEWICKLEY) (HL CONTROL) WERE NOT ASSIGNED TO KEATING
BECAUSE KEATING WAS A K-CONTROL BARN? -- WERE THE JONES CARS SEPARATED BY
GE/WESTINGHOUSE EQUIPMENT LIKE THE PCC's SYSTEM-WIDE?

Quite a few 4900s there, too, as well as 5432, 5200s, 4700s, and many
double enders. I have placed a listing of car numbers for low-floor
cars in Tunnel, Tylerdale, and Charleroi at the end of this email from
those *listed* in my photo albums. I have a dresser drawer full of
photos that are not yet cataloged!!

I RECALL SEEING 4300's, 4700's, 4900's 5000's AND 5400's OPERATING ON
38-MT.lEBANON IN THE 1940's, 4210 ON 38-A, AND RECALLING THAT THE 5500'S
WERE ON THE NORTHSIDE. DON'T REMEMBER THE 5100'S AND 5200'S. NEVER SAW
A 4400!

> And one final question for the trivia fans. So what were the initial cars
> assigned to Charleroi-Pittsburgh service???

Don't know about *initial* necessarily, but home builds of 2-cars
spliced together, 2000 and 2001??

CAN'T HELP ON THIS ONE - BUT I DO RECALL HAVING SEEN A PHOTO SHOWING ONE OF
THESE "SPLICED" CARS IN CHARLEROI -- BELIEVE IT WAS IN THE JULY 1952
(ISSUE 20) OF "ELECTRIC RAILROADS", THE ERA PUBLICATION.

SUMMARY  --  So  Far:::::::

We can see divisions in PRCo based on:::::::

	1)--Management - two equipment Divisions.
	2)--Accounting
	3)--Operational - City vs Interurban.
	4)--Mechanical -
		a. according to equipment type.
		b. according to equipment controls.
		c. other
	5)--Other

Definitely not an exhaustive list or Summary, but it is important to
note that No One Way of Separating Out Whatever is any more important
than another and even though separations may differ from one group to
another, there is reason and function for those separations. The
separations served a purpose for at least one group - management --
union -- mechanics -- etc -- and sometimes served the purposes of
a combination of those groups.

HERE, AGAIN -- THIS IS AN EXERCISE OF ONE OR MORE "RAILFANS" TRYING TO
"GET INTO THE HEAD" OF MANAGEMENT TO ASCERTAIN ITS THINKING PROCESS
AFTER ALL, ONE ASPECT OF THIS HOBBY IS LEARNING WHAT CONSTITUTED PRCo's
DECISION-MAKING PROCESS AND HOW IT MIGHT APPLY IN TODAY'S WORLD UNDER
LIKE CIRCUMSTANCES. (WHAT A NOBLE THOUGHT! -- JUST HAD TO GET IT IN
FOR FRED'S BENEFIT!) (TONGUE-IN-CHEEK, FRED.)

The separation of interurban equipment from city equipment was carried
on thru PCC days and even into early ({[pat]]) days! ONE DID NOT
assign interurban equipment to city lines except in very rare instances
and certainly not without reason.
I lived one stop inbound of the 42-Dormont wye for 17-years from
1946--1963 and only remember 2 different instances when an interurban
car was actually assigned to the line: first was mid-1950s, a
1600-interurban without a 42-sign so it just said Pittsburgh - AM-rush.
And a 17 was assigned one extremely snowy evening in the very late 1950s
because they supposedly tracked better.
YES -- there probably were other instances, but the fact that a
railfan who was near the tracks as much as possible can only identify
2-times in 17 years is quite phenomenal!
The above has nothing to do with importance but recognizes the fact
that interurban cars were set aside for specific service - and that was
honored all the way through.

I NEVER saw an interurban car assigned to the 38-line.

I AGREE, JIM -- BUT I DO RECALL SEEING OUTBOUND 3800'S PLYING THE 38
LINE DURING LABOR WEEKEND (COUNTY FAIR AT SOUTH PARK) IN 1948 AND 1949)
THEY WERE JUST BARELY ABLE TO MAKE THE TURN FROM WASHINGTON ROAD INTO
CLEARVIEW LOOP BECAUSE OF A LINE POLE, LATER MOVED, ALONG THE SIDE WALK.

The interurbans did use the 38-line inbound in the evening rush to prevent
a bottleneck with all the sidings on Overbrook, but these were not
assigned to service on the 38-line.

THAT WAS A TOUGH ONE - DIDN'T THE 38-MT.LEBANON CARS LAY OVER ON THE
INBOUND LEG OF CLEARVIEW LOOP THEREBY CREATING A BLOCKAGE FOR THE INBOUND
INTERURBANS -- THESE MUST HAVE BEEN EMPTY TRIPPERS RETURNING TO TCH --
I DOUBT THAT LOADED INTERURBANS WOULD HAVE BEEN SUBJECTED TO THE BLOCKAGE.

AS an aside - I purchased quite a few albums for displaying photos
solely of PRCo. I have two albums for each of the following AND
Please  NOTE  the album numbers:::::::

I WOULD SURE LIKE TO SEE THESE ALBUMS SOMETIME.

	A001 - Charleroi
	A002 - Charleroi
	A003 - Washington
	A004 - Washington
	A005 - Little Washington
	A006 - Little Washington

	A011 - South Hills
	A012 - South Hills
	A013 - West End
	A014 - West End
	A015 - North Side
	A016 - North Side
	A017 - East End
	A018 - East End

	A023 - PAT
	A024 - PAT

Library forward of June--1953 and Drake forward of August--1953 are in
the South Hills albums.

Before some railfan in the year 2050 looks at my list and tries to
decide why I skip from A006 to A011, let me say this:::::::

I saved the block of numbers from and including A007--A010 for
INTERURBAN ALBUMS -- AND specifically the Charleroi and Washington
INTERURBANS -- NOT Library and Drake!! (Only South Hills and East End
have both albums full; others are just one album).

I think it is perfectly logical that PRCo skipped from 3600s to 4000s
to save the intervening blocks of numbers for interurban service to keep
the numbering of the same equipment type together - this serves a
purpose, and has nothing to do with importance. Has nothing to do with
controls, trucks, motors, electrical gear - those divisions -
separations - distinctions - classifications can be made elsewhere to
serve other purposes. I can't prove it - and at this point, it can't be
disproved either.
