As a guess for dating this map, how about after 1916 and prior to 1919?

Reason is that North and South Highland not shown separately.  I've seen a 
reference about some route consolidation around 1916 to reduce congestion in 
East Liberty, but no details as to what that entailed.

However, 98 Larimer shown as separate route.  Under complaint docket 1571, 
98 Larimer was to be discontinued as separate route and 86 East Liberty 
Express extended over the Larimer Ave. Loop.  (To further reduce East 
Liberty congestion) Concurrently, four additional cars were placed on 
Forbes-Shady-Penn routes 79 and 91 to replace the 98 service on Penn Ave.  
98 was a Penn Ave. through route between downtown and East Liberty.

At least, this is as ordered by PSC on May 28th, 1918.  It will be awhile 
before manage to muddle way through Pittsburgh Dispatch to see if ordered 
changes actually took place.

I really need to visit PUC to have a look at testimony and exhibits included 
under this PSC complaint docket 1571 of 1918.
