The dedication program has a nice bio on Joe -  he was born in Madison
WI on 10/28/51, attended college there and then spent his career in
public transit in WI.   He became Kenosha's Transportation Director in
1991, and worked on his dream of bringing trolleys to the city. The
trolley line opened on 6/17/00, and Joe died unexpectedly a couple of
months later.
