I believe that stack was part of the Pennsylvania Railroad's facilities.
The view is not on Grant Street as has been postulated.  The view is clearly
on Liberty Avenue looking east.  Note the presence of the White Tower and
the absence of the Federal Reserve Bank branch and the Greyhound Terminal.
