I'd save my money. Lots of cool mainline pictures of the Pittsburgh 
area and the lines leading to it from the east. But streetcars? A 
couple of generic views of PCCs. The only one that might interest 
you mildly is a distant one taken from the top of the Duquesne 
incline showing a PCC turning from the Point Bridge with a 32 
waiting on Carson St. Probably available elsewhere.
