	Looking at PRCo schedules and there are  m-a-n-y  instances of oddball
headways  --  16-min. 17-min etc. so I always assumed it was for the
above reason.  A certain number of cars at aprox-20-minute headways are
needed but in reality they are scheduled for speed in relation to safety
with reasonable recovery and thus the oddball headways.
	When I have more time and IF I remember, will detail this from some of
the schedules!

	.......And isn't it standard NOT to volunteer for anything
		in the Army  --  or any armed service,
			for that matter?!?!<GGGGG>
