I think you are closer ... 90 million divided by 365 equals a daily
average of 246,575.  Weekdays might have been over 250,000.  That comes
out to about 63 people per scheduled one-way trip.  Certainly closer to
the mark than 6.3 people per trip.  

Remember that Conestoga had zone fares like West Penn ... probably half
their passengers were multiple-zone riders.  CTC may have been no better
at guessing actual riders than West Penn. Maybe the number wasnt 9 or 90
million but somewhere in between.
