Consider the new Steamtown trolley line.  From the roundhouse area, past the old Laurel Line car house, through the 0.5 to 1.0 mile long tunnel, out through the valley parallel to Rt 81 and ending up by the Laurel Line freight branch to Minooka at the new visitors center at the W-B S baseball stadium.  Lackawanna/Laurel Line/Erie trackage.  Recently rebuild with professional railroad track maintenance equipment.  Soon to have poles and overhead started.  Trolley service in mid summer.  Beautiful buildings on each end.  The big difference--government support.

And bundles of money needed to maintain it.  Their only advantage is
that ties don't rot as rapidly in a desert environment.  

The Strasburg people recognized 40 years ago that they had the ideal
length ... enough that the passenger got an interesting ride but could
be back in 40 minutes.  Three miles.  Any more would have cost more to
maintain, and probably with a decline in the number of people willing to
either spend more or ride longer or both.
