This I can agree with.  Only railfans argue over what is or is not a
PCC.  The public doesn't care.  If they cannot read CHARTERED on a
trolley, or try to board a snow sweeper, they sure don't know the
difference.  The agency has nothing invested in TRC today, so they don't
care.
