John Baxter is the expert on this.

At one time, PRC bus drivers worked for Pgh Motor Coach.  Motormen
did not have to have a drivers license until after the war!  Bus drivers
could not pick rail unless they were qualified.  In the same way, motormen
had to qualify as a bus driver to drive a bus.  I dont believe they worked
the two modes on the same day.  HOWEVER-IN ALTOONA, BUS
 DRIVERS AND MOTORMEN WORKED BOTH ON THE SAME DAY.

A system pick was held about annually or when there was a bus conversion
or big change.  Ordinary picks were within a barn or garage.  These are
still the basic contract rules at PAT.

A route can be split between two garages.  Harmar has some 5th Ave trips.
You can do this if it is included in the system pick

Its an interesting subject.  Guard house lawyers read the contract from
cover to cover.
