Actually, I read it this morning, when John first sent it.
According to testimony to the PA PSC, West Penn did NOT operate this route
until there was a PRCo disruption (one of the municipalities temporarily
suspended its franchise, I believe) in the 1920s. Unfortunately, I'm at
home and the PUC files are in my office, so I can't get to this until
morning at the earliest (no guarantees; I'm scheduled tomorrow and Friday).
But West Penn operated it only briefly, even though they owned the track.
I didn't (and still don't) think this is a photo of a West Penn car.
I can't log onto EBay right now without losing a connection to another site
at which I am finishing a boring, off-and-on months-long download (not
trolley-related, but of interest to commercial aviation folks in the safety
field), so I can't tell who the high bidder is. The fact that I don't
respond to the list on an item doesn't mean I haven't forwarded it to
someone else who is interested in adding it to a personal collection but
will let PTM copy it for ours.

This is one you might want to "glum onto." I've never seen it before.
I'm not sure when Pittsburgh Railways extended over the West Penn tracks
to McKeesport. Up until sometime in the 1920s PRC route 68 cars and
West Penn McKeesport-Duquesne cars ran over these tracks. West Penn
owned and maintained the steel until 1951 and rented it to PRC (it was
owned by PRC from 1951 to abandonment in 1960). The scan isn't sharp
enough for me to tell whose car it is.
If you don't want to buy, then you might wish to draw Ed attention to
this one ... and change the
subject line "from interesting item on eBay (which he won't read) to
"Fred told me to send this."
