Paul Mayer of shore line decals makes the West Penn decals for te 700 cars.
I'm not sure if he did any for the white cars.  His web site is

Does any one know a source for West Penn Railways
decals?

To make it tougher, what I'm really looking for is a
simplified white-only version. I recently saw a photo
of a West Penn Power Co. hopper car and would like to
model it (or 10 or 20).

Failing ready-made decals, anybody know where a copy
of the logo can be downloaded?
