Jacksonville, FL closed the major malls. Many of the downtown buildings 
allowed workers to go home. Of course, the three Naval bases in the area; 
Jacksonville Naval Air Station, Mayport Naval Base, and Kings Bay Naval 
Submarine Base in southeast Georgia were put on "Threatcon Delta". This means 
military personel  are put on readiness for an immediate attack. Only 
essential personelare allowed to enter the bases.
