Actually on TV a NTSB inspector said the mis-alignment of track was caused by a heavy coal train running on a super-elevated curve too slowly and pushed the downside rail out of guage. Dosn't sound like the ties in that section were in good shape to not hold track in place. Fault CSX RR , the owner.
