    In years past, I wrote to the National Park Service for LRT tracks
in grass to a void paving over parks and creating water run off.   I am
not sure you are right that it is hopeless.  After all, Grand Canyor
could have had it except for crooked Senators who are supported by the
highway lobby.   They came very close, but they erroneously chose diesel
with smoke and noise - a very foolish choice.
