	Can only  *hazard*  a guess here, Charles, but PRCo may have been
trying to keep the fleet more current.    Parts for the older cars may
have to be hand made.    With PCCs on hand as the basic fleet, parts
would be more readily available.    Safety might be another reason to
depend on more recent technology as opposed to the much older, much more
worn out.
