[PRCo] Fares???????

Good Morning!
Roughly, when did PRCo eliminate the conductor?
When did PRCo implement::
1)--Pay boarding inbound...
2)--Pay exit outbound...
3)--Free--for--all boarding/exiting
downtown using all doors???????
On pg.161 of PCC Coast to Coast, the low-floor cars are referred to as
Peter Witts ---- only place I have seen this reference.
My understanding of the Witt design is that it related to Fare
Collection, was patented, and was front entrance, center exit with
longitudinal seats in the front section and opposite the center door and
cross-seats in the rear.
Did the PRCo low-floor cars qualify as Witts at any time? When would
this designation have ceased?
