[PRCo] administrivia: list delays

Due to a scheduled power outage in the building where I work (so they
could install and cut in a generator) I moved the list host elsewhere in
the building until Monday (the power is expected to be out through Sunday
night). However, this necessitated renumbering the host for the duration
of the outage. I planned ahead, but an unintended software side effect
precluded what I did (which would have effectively caused a 120 minute
delay at most) from taking effect properly.

You may notice your mail to the list being delayed. In reality, it should
not be. However, some mail software is non-compliant with internet
standards and recommended practices, which means that the backup mail
host (which is up, unchanged, and properly forwarding the mail to the main
list host and has been right along) doesn't get used. This is likely
something at your ISP, not the client on your desktop, which is "broken",
if you see delays.

Worst case scenario: mail is delayed until the host is moved back to its
proper place on Monday.

You can cheat, however, and force the mail to be relayed, if you're
worried, by addressing it as
"pittsburgh-railways%dementia.org at alycia.dementia.org"

Sorry for the inconvenience.
