They're "regions". They're entirely enforced by the player, an arbitrary
construct (PAL versus NTSC is something that's a result of how it's
encoded, another matter)

Region-free DVD players exist now, and I know of player software which
bypasses the region check (DVDs look real nice on a 15" laptop display)
