You can spend $390 million to dig a tunnel under the Allegheny River.

Or PAT could spend about the same amount - or less -  to convert the East 
Busway to light rail (light rail costs are $20-25 million per mile on 
existing rights of way - see recent light rail construction costs for St. 
Louis, Sacramento, San Diego, Denver and Salt Lake City on FTA website.) AND 
extend light rail to northside using the Ft. Wayne Bridge.  And am I the 
only one who thinks it might be an interesting idea to consider conversion 
of East Street Expressway HOV lanes to LRT?

In the end, though, it boils down to politics.  And sadly, that's why 
Pittsburgh will end up with the least for the most.
