I think I've suggested this before, but here it is (again or not, as the case 
may be):

Surely there are a number of us scattered around the world who would be 
overjoyed to help in the transcribing of the route cards, if only we had some 
copy to work from.

I do recognise that making legible copies, whether xerographically or 
digitally, is in itself no small task. Nevertheless, might this not be a 
possibility.
