[PRCo] 1600 interurbans

  I'll break the silence with a question. Forgive me if this has been brought up before.
  I have seen many old photos of the Washington and Charleroi interurbans but, except for fantrips, I have never seen a 1600 on the Charleroi line. Was there a reason for this?  Were there still plenty of 3800s and 3700s around to fill the schedules? This is something that has always perked my curiousity but I never got around to asking.
