Wheeling's Co-Operative Transit, step child of Wheeling Traction, a West Penn 
Company apparently never used wire protectors (fences, guards, etc).  They 
had the rail crossings to consider using them but in all but a few mine runs 
that crossed the trolley, there was a crossing watchman on duty around the 
clock.
In South Wheeling the 2 and 7 line crossed a B&O industrial branch twice with 
protection, at Benwood, the crossing was flagged by Co-Op over the busy B&O 
line out of Wheeling, in Bridgeport in Ohio Co-Op crossed the B&O double track 
frt. line from Benwood to Holloway that used EM-1's until the end of their 
career.  I have to assume it was protected by a guard but can't confirm it.   All 
cars coming to Ohio via the Bridgeport bridge crossed both  the PRR and B&O, 
both "branch runs" and both lines were protected by a guard, but no screens.
