Combination of names?  I think you mean the streets.  Both were
apparently named to honor World War One ... they both predate WW2.  If
you mean CITGO GASOLINE ... it evolved from Cities Service Oil Company
(and Empire Petroleum) and was part of Cities Service Co., New York
City.  Cities Service also owned a number of trolley companies of which
Toledo, Ohio was probably the largest, and Durham, NC the second
largest.  Ohio Public Service Co. might have been one of the better known
railways.
